为进一步优化区内营商环境，向外籍人才提供更加便捷高效的服务，闵行区科委会同闵行区行政服务中心，从2023年4月3日起，在大零号湾科创大厦一楼增设“外国人来华工作许可”受理、咨询等窗口业务，正式形成服务外籍人才的南-中-北空间布局，为打造优质营商环境再添薪火！ 

On April 3, 2023, a new service desk for Foreign Worker’s Permit inquiry and application is open to public on the first floor of the Greater Neo Bay Sci-Tech Innovation Plaza (GNBSIP), as part of concerted efforts by the Minhang District Science and Technology Commission and the Minhang District Administrative Service Center to enhance the business environment and expat service in Minhang District. With the expat service available at the Greater Neo Bay, a south-central-north expat service network is in place, bolstering the business environment in Minhang District.

上午10点，在区行政服务中心大零号湾分中心办事大厅所在的科创大厦一楼，已有企业前来办理事项。笔者在这里遇见了办理此次新增的外国人来华工作许可业务的倪女士。倪女士告诉记者，她是紫竹一家外企的人事专员，公司有不少外籍员工，原本她每月都要往中春路4099号闵行区出入境大厅跑好几趟，如今，她可以到离公司更近的大零号湾科创大厦办理，路程上花费的时间少了，同时停车也很方便。

此次，倪女士一共带来了公司3名外籍员工的相关材料。不到10分钟，倪女士就办理好了业务。“流程清晰、服务贴心、办事放心”，她表示满意。 

The Greater Neo Bay Office of the Minhang District Administrative Service Center received its first customers this morning. Ms. Ni is an HR from a foreign company at Zizhu Park. It took Ms. Ni no more than 10 minutes to complete all the procedures for three foreign workers in her company. The new service desk is a convenient alternative for many like Ms. Ni, who was satisfied with both the efficiency and auxiliary facilities, such as car parking, at the GNBSIP.

外国人来华工作许可自2020年下放审批权以来,区科委不断强化政策供给和服务功能升级，形成南-中-北窗口服务空间布局：中部位于闵行区出入境管理办公大厅（中春路4099弄8号窗口），北部位于虹桥国际中央商务区企业服务中心（申昆路2377号4号楼1楼C区19、20号窗口），南部位于大零号湾科创大厦（剑川路940号1层行政服务中心1-4号窗口），为打通外籍人才服务的“最后一公里”奠定了扎实的基础。

The authority to review and approve the Foreign Worker’s Permit applications was delegated to municipal districts in 2020. Since then on, the Minhang District Science and Technology Commission has rolled out supporting policies for expat service upgrading and seen a south-central-north network in place: the Central Service Desk at the Entry-Exit Administration Office of Minhang District (Window 8, 4099 Zhongchun Road), the North Service Desk at the Hongqiao International Central Business District Enterprise Service Center (Windows 19 & 20, Area C, 1F, Bldg.4, 2377 Shenkun Road), and the South Service Desk at the Greater Neo Bay Sci-Tech Innovation Plaza (Windows 1–4, 1F, Jianchuan Road). With the expat service available at the GNBSIP, Minhang District has accomplished its last-mile delivery of expat service.

南部外国人来华工作许可窗口的增设，极大程度上便利了紫竹高新区、闵行开发区、漕河泾浦江高科技园等区域外籍人才所在企业。随着大零号湾科技创新策源功能区的建设发展，区科委将进一步夯实窗口建设，不断提升政务服务能级，拓展服务内容和创新举措，为源源不断地吸引外籍人才在闵行落地生根、开花结果提供助力。

The South Service Desk at the GNBSIP serves foreign professionals working in the Zizhu National Hi-Tech Industrial Development Park, Minhang Economic and Technological Development Zone and Caohejing Pujiang Hi-Tech Park. The Greater Neo Bay facilitates the Minhang District Science and Technology Commission to enhance administrative service and attract more foreign professionals to Minhang District.
