First session of “Foreign Talent in Shanghai” lecture series launched

Foreign Talents in Shanghai

The first session, “interpretation of policies regarding foreigners in China”, of the “Foreign Talent in Shanghai” lecture series was successfully held on the afternoon of April 26, aiming to “assemble the best minds across the land and draw fully on their expertise”. The event was hosted by the Science and Technology Commission of Shanghai Municipality (Shanghai Administration of Foreign Experts Affairs) and undertaken by Shanghai Service Center for Foreigners Working in China. A total of 70 people, including representatives from employers and officials from relevant municipal and district organs, participated in the event. 

4月26日下午，“外国人才在上海”大讲堂启动会暨大讲堂首讲之“外国人来华工作相关政策解读”成功举办，本次活动由上海市科学技术委员会（上海市外国专家局）主办，上海市外国人来华工作服务中心承办，近70位用人单位代表及相关工作负责人参会。

At the ceremony, a set of 18 emojis of Waibot, an intelligent voice assistant, were debuted, including nine emojis that correspond to the nine service scenarios of helping foreign talent in Shanghai. 

Waibot offers a series of services for foreigners, including e-book, smart Q&A, inquiry on the progress of foreigners’ work permit, fast pass on foreign talents remuneration foreign exchange, “single window for handling foreigner’s work permit and residence permit”, activities of “Foreign Talents in Shanghai” lecture series, “Foreign Talents in Shanghai” salon, and the bilingual service hotline for foreigners working in Shanghai. These services will give rise to a strong magnet field to gather high-caliber talent from around the world, and help build Shanghai into a talent hub characterized by a favorable ecology both for working and living. 

活动在“外国人才在上海”大讲堂的启动仪式中拉开序幕，首发亮相了“外国人才在上海”吉祥物“小外机器人（Waibot）”18个专属表情包，其中9个表情包对应了“外国人才在上海”全周期服务的九大场景，生动呈现了外专服务系列电子书、小外智能问答系统、外国人来华工作许可办理进度查询、薪酬购付汇便利化服务、“外国人工作、居留单一窗口”服务、“外国人才在上海”大讲堂系列活动、“外国人才在上海”沙龙活动、科技114“ 外国人才在上海”双语专线、“外国人才在上海”新媒体等服务功能。以9项服务功能为载体，营造英才汇聚的创新“强磁场”，集聚海内外高层次人才，聚焦高水平人才高地建设，大力营造有利于近悦远来、安身安业的良好生态。

At the first session of the lecture series, officer from STCSM interpreted the Accreditation Criteria for Shanghai pilot accreditation for top-level, highly-skilled，cutting-edge and urgently required foreign talent. (trial) and answered questions. We have summarized the key points and made an explanatory chart that will be useful for those who didn’t come to the lecture on site. Guo Hangying, a specialist on cross-border business from Bank of China Shanghai Branch, gave a presentation on “cross-border financial services for foreign talent in Shanghai”.

在“外国人才在上海”大讲堂首期讲堂上，市科委外专服务处(引智管理处)相关负责同志解读了《上海市外籍“高精尖缺”人才认定标准（试行）》并作答疑，我们也将解读的重点内容制作成一图解读，供未能来到现场的相关人员学习。随后，中国银行上海市分行跨境专家郭杭樱作了“上海市外籍人才跨境金融服务方案”介绍，对海外人才“新九条”进行外汇政策的解读。

Next, more lectures will be given to help make the management and service measures more practical and sound, better communicate the policies and services regarding foreigners working in China, and carry out bilingual language training. The resources of various districts will be integrated and service providers coordinated to enrich the contents of the lectures and spread relevant policies among people in charge of foreigners’ work either in businesses or public institutions in Shanghai and the foreign talent themselves. In doing so, we will be able to implement the good policies and new measures of public services with tangible effects, establish the “Foreign Talents in Shanghai” brand, and foster a more competitive and appealing development environment for international talent. 

下一步，我们将通过开展“大讲堂”活动，落实更加务实完善的管理服务举措，扎实推进外国人来华政策和服务信息的宣传力度，积极开展中英双语培训，联动各区资源，协同服务伙伴，共同丰富大讲堂内容，为在沪企事业单位相关外事工作负责人，以及外籍人才本人，普及外国人来华工作相关政策知识，使好的政策和公共服务新举措能有效落地见效，打响“外国人才在上海”品牌，营造更具国际竞争力和吸引力的人才发展环境。
