To provide support and guarantees for the development of innovative activities of the innovative programs, Shanghai provides technical finance opportunities, measures to encourage R&D and transformation, zones with preferential development policies, policy support, and coordinated innovation programs.

In 2013, the Shanghai Technology and Finance Information Service Platform established cooperative relations with 15 banks, 8 insurance companies, 31 investment companies and 8 investment consultation service agencies. The platform included over 300 policies on various technologies and finance, specific funds, and over 4000 certified technological items and the information for over 8000 technological enterprises.

Shanghai R&D Public Service Platform is an open technological infrastructure and public service system constructed by the application of information, network and other modern technologies and is composed of ten systems: scientific data sharing, technical document services, instrument and facility sharing, resource condition guarantees, experimental base coordination, professional technical services, industry test services, technical transfer services, entrepreneurship and incubation services, and management decision support. By the end of November of 2013, there were 458,000 registered users on the platform, accumulating over 72.11 million users, with 298 million visits to the portal website, while the “Technology 114” service hotline received287, 000 calls.
