In 2013, based on the innovation requirements of the S&T oriented small-and-medium-sized enterprises in different stages of “incubationto growth expansion”, after the extensive participation from various sources, the sustained support mode of technological innovation fund for S&T oriented small-and-medium-sized enterprisesTechnological Little Giant Projectsubsidy after the R&D (incubation included) of Little Giant Project was established. From 2006 to 2013, 248 technological “Little Giant Enterprises” had been selected with an additional 766 incubated enterprises. Examination of the statistics from the implementation of the 244 technological Little Giant (incubation) enterprises showed that in 2012, main business incomes reached a total of 51.3 billion Yuan, with average annual growth of 23.01%; net profits reached 8 billion Yuan with total tax payments of approximately 3 billion Yuan; the enterprise R&D input reached 9.5 billion Yuan, and the authorized patents amounted to 2,815 pieces, among which there were 567 authorized patents for invention and 733 registered software copyrights.
In 2013, there were 5,140 new high-tech enterprises certified by Shanghai, achieving a gross output value of 1208.642 billion Yuan, with total revenues of 1448.031 billion Yuan, with taxation of profits totaling 176.25 billion Yuan. At the same time, export-oriented foreign exchange earnings reached 35.478 billion USD; Shanghai embraced 300 technically advanced service enterprises and certified enterprise quantity ranked first in China nationally.
